PETITION TO THE NHRC

National Human Rights Commission,
New Delhi.
Sir,
As you are aware, the
‘encounter’ at Batla House on 19th September has caused great
concern to all democratic minded people in the country. The Jamia
Teachers’ Solidarity Group, a platform of Jamia teachers, was formed in
the aftermath of the ‘encounter’ to campaign on the issue. From the
beginning, one has witnessed the flagrant flouting of NHRC guidelines on
encounter killings by the Delhi Police. We have been greatly pained and
offended by the refusal of the Lieutenant Governor to grant permission
for a magisterial enquiry—a gross violation of the NHRC recommendations.
This is all the more disconcerting since his decision was based on the
reports of the Delhi Police, which is an obviously interested party in
the case.
Given this, and the
reluctance of the government to order a judicial probe, we feel that the
only recourse at present is for the NHRC to order an independent enquiry
comprising members with a credible track record of working in the field
of human rights.
The sanctity of bodies
such as the NHRC needs to be upheld and defended vigorously by all in
the face of such assaults. We urge you to take a positive view of our
petition and constitute an independent enquiry at the earliest, so that
truth and justice prevails.
